In addition to his role at Bureau 27, Jerry serves as Chief Operating Officer of a leading law firm, where he oversees operations, strategy, and growth initiatives. This dual perspective provides him with a disciplined approach to structuring transactions, managing risk, and ensuring long-term viability across ventures.
Jerry specializes in healthcare, medical distribution, defense, energy, and capital-driven platforms. He comes from a family of successful healthcare entrepreneurs, shaping his long-term approach to building durable businesses and partnerships. His philosophy is grounded in the belief that disciplined upfront work and diligence create the foundation for successful infrastructure and lasting outcomes. As a leader of Bureau 27, he plays a central role in shaping the firm’s direction—applying strategic judgment and network access to ensure the firm consistently engages in opportunities positioned for meaningful, long-term success across markets.
He currently serves on the board of a prestigious private school in Palm Beach County and is the Chair of the Board for a national veterans-focused 501(c)(3) organization. Jerry is happily married and a father of two sons, grounding his work in a long-term perspective that extends beyond business.
Sam Wilcox – Principal, Bureau 27
Sam Wilcox is a Principal at Bureau 27, where he leads the advancement of strategic initiatives across healthcare, energy, and infrastructure-driven sectors. His experience spans government and federal relationships, infrastructure development, and deal execution, allowing him to operate effectively across public and private channels. Sam has built a reputation for identifying viable opportunities and positioning them for long-term success through disciplined strategy and thoughtful collaboration.
Sam comes from a family of successful natural gas and energy entrepreneurs, shaping his understanding of large-scale infrastructure, operational discipline, and long-term value creation across energy markets. Alongside Jerry Haffey, he is part of the leadership core that defines Bureau 27’s approach—leveraging a proven track record, trusted network, and strategic perspective to access and execute on the right opportunities. Together, they operate as expert connectors and strategists, focused not on volume, but on precision—ensuring that each engagement is positioned for scalable, enduring outcomes across regions.
He serves on multiple county boards throughout Palm Beach County and is also on the board of one of the largest building and trades organizations in the State of Florida. Sam is happily married and a father of two sons, bringing a grounded, long-term orientation to both his professional and personal commitments.
